There is no universal returnee admission score
The balance of language tests, transcripts, academic examinations, Japanese writing and interviews differs by faculty and route. There is no single TOEFL score that guarantees a place at Waseda or Keio. Separate a stated application minimum from the broader competitive assessment.
Concrete examples of English requirements
| Example | Published rule / treatment |
|---|---|
| ICU ELBA | IELTS 6.5, or old TOEFL iBT 79 / 4.5 for tests from 21 January 2026; check exemptions and submission rules. |
| Waseda PSE Global 2027 | TOEFL iBT or IELTS Academic within the specified window; the guide requests the accompanying 0–120 value even for new TOEFL results. |
| Keio returnee 2026/2027 | Check faculty-specific TOEFL iBT / IELTS Academic and academic-test rules. Home Edition, IELTS Online and One Skill Retake are not accepted. |
| UTokyo Category 2, 2027 | TOEFL iBT / IELTS Academic taken 1 November 2024–31 October 2026; Home Edition accepted, MyBest and One Skill Retake not used. Electronic scores must arrive by the application deadline. |

TOEFL scoring changed in 2026
TOEFL iBT introduced a 1–6 scale in half-point increments from 21 January 2026, with a comparable 0–120 overall score during the transition. Universities specify their treatment. Do not infer eligibility through a general IELTS conversion: check test date, format, single-sitting rules and validity.
What does the acceptance figure actually measure?
Waseda PSE’s official Global data report 211 applicants and 48 successful applicants for 2026, an offer-to-applicant proportion of about 22.7%; published 2027 figures are 147 and 38, about 25.9%. These are not examination-attendee ratios, enrolment proportions or personal admission probabilities. With small cohorts, the figures can also move noticeably from one year to the next.
How to assess readiness
Beyond minimum language scores, evaluate subject preparation, Japanese communication where required, school achievement and coherence of submitted evidence. Where accepted-score distributions are unpublished, an unofficial “safe score” is not a reliable fact to plan around. Use the current guide and the official statistics that are actually available.
UTokyo Category 2 recorded 72 applicants and 17 final successful applicants for 2026, about 23.6% (guide p.35). This excludes Category 1 and does not use only first-stage successful applicants as the denominator. The reviewed Category 2 English rules do not state a universal numerical minimum. See the detailed guide for the full assessment context.
