Nationality alone does not determine eligibility
Speaking Japanese well is not the only question, and neither is nationality. Eligibility depends on the language experience defined in the rules. Record school Japanese in Years 7–10, home use, schooling in Japan, supplementary schooling and time spent in Japan; seek the relevant school/authority determination.
NSW: Beginners, Continuers, Extension and in Context
Beginners targets little or no prior experience, generally no more than the equivalent of 100 hours in Stages 4–5; but the number of hours alone does not settle eligibility. Continuers criteria include no more than one year of Japanese-medium formal education from Year 1 and no more than three years’ residence in Japan in the preceding ten years. Extension is for Continuers candidates.
In Context addresses heritage-language backgrounds, with conditions including no Japanese-medium formal schooling beyond the year the student turns ten. An older guide may mention Japanese and Literature, but that does not tell you whether it is available now. Ask the school which courses are currently offered.
Main pathways elsewhere
| Jurisdiction | What to verify |
|---|---|
| Victoria | Japanese Second Language / First Language. Second Language currently includes a limit of seven years’ Japanese-medium schooling; verify the handbook details. |
| Queensland | Japanese General. Check assumed learning and school placement; do not import NSW Beginners criteria. |
| Western Australia | Check SCSA’s Second/Background/First Language pathways and availability; a language application and prior approval are required. |
| SA / NT | SACE Japanese Continuers and applicable recognised options; check background eligibility and external provision. |
| Tasmania | Japanese Level 3 and other available learning; check prerequisites, external assessment and recognised-language rules. |
| ACT | Confirm Beginning/Continuing/Advanced placement and T/A classification with the college. |

WA Second Language requires particular care
SCSA’s current criteria include less than one year of formal instruction through the language, less than two years of residence/time in the relevant country, and restrictions on using the language outside the classroom. These differ markedly from Victoria’s seven-year schooling criterion and NSW’s residence rule; so ask for an eligibility assessment rather than choosing a category yourself.
